this is a question that could have lots of answers. Think of any place that has a peaceful setting that makes you both feel comfortable. My first date was at a nice italian restaurant that had a patio, it really left me with an open and comfortable atmosphere.
Then again, it just depends on what type of food you like. I have also had some really good first dates at a sushi restaurant if your interested in that type of venue. The sushi restaurant I went to had boats going around the bar that deliver your sushi to your area.
I think romance is best when in the comforts of one's home. I would say a comfortable setting at home (soft lighting, nice music) where you make a simple homemade dinner (ideally something the other person really likes to eat). Minimum three courses (soup/salad, main entree, then dessert).
First dates really should be more about helping the other person feel comfortable with you...if that happens, the romance will happen.
