If I know by his approach or dialogue ........I'll stay away from giving names. Sometimes I do give my name but provide a nice excuse as to why I do not want to exchange information or talk to him in the future.
I don't really have a problem giving a guy my name, especially since my surname's quite hard to spell so I know if he tries to find me on facebook he won't be able to spell it haha. I do object to guys who ask really persistently for my number, I've had the experience before of giving someone my number without really thinking about it and then being hounded with calls and texts for weeks. Normally if someone I don't know and don't particularly like the look of asks for my number, I'll ask him to give me his number instead and then say I'll text him but then never do.
