If you don't know her, why would you be proposing to her? That's just creepy.
i think you may mean proposition (which means ask for something)-- rather than propose (which means ask to marry)
Here is the most literal answer possible. Formula:
1-Draw attention to your audience ("hey," "you know what?" etc.)
2-Acknowledge your target "girl"
3-State your reason(s)
4-Propose said "girl"
Guy 1 needs to get Guy 2 a girlfriend:
"Hey - that girl whom I don't know looks easy. I propose her"
Person 1 needs to get Person 2 class notes:
"You know what? That girl whom I don't know writes good notes and types them on her laptop. I propose her"
