What makes someone accept your "hi" and be your friend easily and another one doesn't even reply?

Is it good or bad to say hi to a stranger from another country to make new friends ? ... why some people will accept that and be your friends easily but other people think that you don't deserve even to reply to you ?

More often than not I imagine it's one's appearance.
People do judge a book by it's cover.
Other factors might be personality differences or simply the mood someone was in when you greeted them.
Lastly if someone is having to deal with some personal struggles in their life they aren't in a mood to be "friendly".
Regardless don't take it personally. It's not about you.

It is a general question  ... I was not talking about myself ... I'm trying to understand the reasons which makes people refuse to reply to your trial to make a friendship with them.

My answer was a general answer for anyone who might be asking themselves the question. Just as someone gets on a bus or train with numerous seats that have someone sitting next to an empty one.
Why do we sit next to one and not the other? hmm
