Can I start the NC after 2 months of desperate texting?

My boyfriend broke up with me after 4 years of relationship. We were panned to get married in few months from the the time he broke up with me. We were really in love and although we were living a long distance relationship we sustained our love and relationship. But now that it was time for him to move to my place he gave up saying he projects our life will be still unstable for another few years... which is not totally true. I unfriend him on facebook but he still kepts following me on instegram and kept his messenger for me to be able to write him though he only reads my text now.

No one is "stuck" with anyone.
You can block him on Instagram and messenger.
Stop trying to read into (his actions) and move on with your life.
"...we were living a long distance relationship we sustained our love and relationship. But now that {it was time for him to move to my place} he gave up.."
Long distance relationships were meant to be temporary.
The goal for most people is to (be with) the one they love!

Clearly your ex didn't want a fulltime relationship with you let alone a marriage. Thankfully there are 7 Billion other people. Every ending is a new beginning!

What does "start the NC" mean?

...and yeah, I would end all social media contact with this dude, but that's just me.

      No Contact period.

Yes, I stopped contacting but did not block him or his family because I am the one who used to write not him or his family.

You need to apply the NC. If he only reads your texts but is not replying, then what kind if a partner is he? You need to block him completely so you can concentrate on yourself. It will be better if you tell him you are dropping conversation with him, i.e not talking to him. Sometimes a person needs to take a hard step for a good reason. He might object or accept but in any case apply NC not in ordee to make him contact you but for your own good.
