Im not sure if this store is available in your area, but where I live, TJ Maxx usually has a wide variety of popular-with-teens clothing at good prices. Burlington Coat Factoy as well. How picky are the teenagers? Consignment stores are really good places to go as well.
Try the thrift stores, like Goodwill. I shop there and sell designer clothing on Ebay...also a good place to shop.
I'm not really sure how old you meant by youngsters. However for teens up, stores like Forever 21 or Charlotte Russe have a nice selection of trendy clothes. The quality might not be the greatest, but I have not had a problem with their clothes personally.
