You will need to visit google adsense homepage and read their terms first, and then follow.
Be careful, you need to post a "good" website while requesting an account. This website is responsible if your application get accepted or not.
If you don't have your own website and no budget, start a blog @blogger.
After 2-3 month and xx posts, use this blog for your account application.
Google adsense will not accept applications if the website is against their terms of service.
