I want to sign-up but I don't have a web page yet. So not URL
I want to be able to use the competition SEO
As you have no Hubs, no affiliate programs are going to consider what you are doing here as valid in the slightest.
Try making a few dozen, high-quality Hubs first. Then you'll have material to work with.
well you didn't mention where you want to sign up, 50% of affiliate networks require a website, however if you mention in your details that you will use PPC (even if you didn't later) you will be approved like (clickbooth, maxbounty, azoogle...etc) other networks like clickbank and CJ.com don't pay much attention to having a website. You can use HubPages.com as a website too, and it work for many networks.
after getting approved in the network you can start creating hubs, lenses, or articles and optimize them individually for best exposure.
