There are a few ways to do SEO on a website, first is to make it fast and 'semantic' - basically structured logically. The others involve keywords, so changing the content of the website to focus on the main keywords you want to be found in a search engine for (most relevant for hubpages).

In theory, exchanging links with other related sites can improve how well pages rank in search engines that analyze links. The simple definition of "link popularity" is "how many other quality sites link to your site”. But "link quality" is what really counts in an effective link building campaign.
