    Several online services exist. Rentacoder.com, which changed its' name to vWorker.com, allows customers to post projects. Developers bid on the projects; vWorker takes a cut of the payment. This configuration allows developers and customers all over the world to get together. The obvious downside is communication problems on both sides. Customers notoriously generate bad specs and developers notoriously misinterpret specs. 

    Locally, look for user groups and organizations like ACM and IEEE for referrals. The additional cost of paying a local developer as opposed to going overseas can be offset by the advantage of face-to-face interaction and being in the same tine zone.

    There is also oDesk.com freelancer.com, and eLance.com. My problem with all of them is the ridiculous budgets the buyers have, in order to get the max amount of work for the fewest $'s.

    This pretty much eliminates programmers from many countries.

    vWorker has a requirements wizard and a project posting wizard to help build a project that's easy for workers to understand. It also provides a search engine so that you can find and work with specific workers based on geographic location and/or language.     I have been using Scriptlance and they are not only a place for finding great programmers, but they only charge 5 dollars for each job you post.
