    Minimalist. Flashy distracts from the content and usually makes navigation longer and harder.

    I think a lot depends on to whom the Website is delivering content for. 

    For example if the website delivers - Fashion accessories - then I think that audience would expect it to be flashy.

    If the website is delivering - Banking Statistics - then I think that audience would expect it to be minimal but attractive.

    I believe that the look, feel and navigation of any website depends quite a but upon the audience that it caters to.

    When you are designing a website, it is important that the website is optimized for its users and also from the business perspective. As a consequence web designing approach will depend highly on that requirement. Anyway it is always better to use a standard web template when you are into web designing.
