Each time I publish a new hub do I need to add the web address of my hub to Googke Webmaster?
Do you mean to index the URL? If so, yes every new URL needs to be submitted to index separately. If you are tracking your Hubpages homepage with webmaster tools (ex. keywords and errors) you do not need to add the "verify script" to each hub, just the main level page.
