Romania is very cheap, as are Bulgaria and Mecedonia. Eastern European countries tend to be the cheapest in general.

Head east for cheap countries. Poland and Ukraine are also very cheap. The cheapest country in Western Europe is Portugal.

Budapest (Czech Republic) is very cheap - for eating out and shopping and has great night-life, it's also easy to walk around the city, and an interesting place, not over-populated with tourists.

Sorry, Budapest is in Hungary.  Prague is in the Czech Republic.  Neither country is cheap to visit these days.  I guess Iceland should be a bargain these days.
