I don't really learn when I travel but before I go on a trip. I try to learn at least basics so I can have a simple conversation.
To learn the language properly though, one should live in the country where people speak in this language for quite a while.

I try to take in as much as possible. I'm learning spanish and I always try to learn a new phrase when I visit Mexico.

This is entirely up to you: if you are a fan of hitting the popular tourist spots then chances are you won´t be learning much of the local language, but if you try to go on an adventure to find that hole in the wall restaurant that a friend of a friend of a friend told you about or just try to feel out the nooks and crannys of a foreign place you won´t only learn a lot about the language itself but also about the people as well, which in my opinion, is the most interesting part of traveling.
