The American government officially allows travel to Cuba only under particular circumstances, such as going there on certain types of business or to visit family members. Apparently, going to Cuba is something of a "risky business" for us Americans. If you aim to go, I'd do some careful digging and see whether or not your reasons for going fall in line with the State Department's approved travel objectives.
