YOU WOULD NEED A SPECIAL CAMERA OR LENS. OR YOU COULD SET YOUR DIGITAL CAMERA TO NIGHT SCENE.
For great pictures at night you should have a tripod, that allows you to take long exposures.
Or you can use a very sensitive film that needs less "light" .
But if you are talking about great photos in artistic way, theres no answer...
Just be ready!! the great picture can be anywhere at anytime...
the good photographers are the ones that are ready when the "things" happen.

The three settings that you could mess with would be shutter speed, aperature, and ISO. Your shutter speed would have to increase, your aperature numer decrease, and your ISO would have to increase. These would allow you to get more light to your film/sensor.
If you have a dSLR or micro 3/4 camera, ISO is incredibly easy to change. Point & shoot does it automatically. With film, it is set to the speed of the film you put in.
