Ads will be displayed on your hubs no matter what.  The thing is until you activate the accounts and follow the steps you will not make any money from the ads.

Hubpages is making all of the money from the ads on your hubs.  Hubpages didn't create a place for us to blog for free, you know.  I know folks on here who write outstanding hubs all of the time - and they never joined adsense, for one reason, or another.

Or are you saying that you set your hubs to "non commercial," and they still have ads on them?

If you had an adsense account at one time, and you lost it, or canceled it - or whatever, then Hubpages is making the money from the ads.  They have to pay bill too, you know.

As you go on writing good hubs number of visitors is likely to increase. You have joined only 5 days ago. Please have patience and continue writing.  Sometimes I get good number of visitors but sometimes very few. I am not that much experienced but I feel that once you get going with your hubs, read other people's hubs and post your comment, answer to questions raised by hubbers to the extent possible, others will be interested to read yours and post their comments and this way number of visitors will increase. Besides you can have your friends and relatives to read your hubs and comment.

As regards Adsense programme I still don't have a clear idea. I have so far written 21 hubs but still haven't been able to open an account. I am told that hubbers from India and China have to wait for six months. This is the waiting period,. This really doesn't  make any sense to me. Anyway I shall try again and see what they say. Sorry Ramkrishnan I haven't been able to give you a satisfactory answer.
