If you need to change the URL you have to start all over again.
If you just want to change the title, you can do that without changing the URL. Just today I faced that dilemma - I made a hub using "Angelina Jolie Movies" in the URL and Title, and then decided "Angelina Jolie Movies List" would be better. I had already started the hub, so I couldn't change the URL, but I did change the title...
And I agree with the other poster that it's always best to compose your hubs outside HubPages - that way you know where you're going before you've committed yourself!
