How Do I Create TOC within a hub?

I have come across a few hubs where there is a table of contents within a hub and when I click on any of the things within the table of contents I am taken to that specific section within that hub. I had no idea that option was even available when creating a new hub. At the very least I've not come across it. Is this something new? And how can one do this? Any help would be appreciated.

If my hub has a lot of sections with headings and I create a link for each one for my toc will that cause my hub to be unpublished or unfeatured as I'd end up having too many links in a single hub?

Further more you can alter the URL to say Chapter one, the thunder storm instead of http:/bla bla, dogs, 19384, thunder, com

Try to find a permalink for each section.
