I too noticed that we no longer seem to be able to post fan mail. Someone asked about it in a forum a week or so back and I thought it must have been a glitch. However, now when you follow someone the fan mail window no longer pops up. It has probably been removed like the voting buttons, Hub of the Day etc. but it is strange that no announcement was made. I personally don't think it should have been removed as it is just depersonalising the site even more.
I just posted a fan mail to you. I don't know whether you got it or not? The page shows it is still "working" circling continuously. But, at least I was able to type it and then clicked the send button also.
Here is the reply I received in the Technical forum:

It appears that the fan mail feature is not working. When you follow a new Hubber the "fan mail" box does either not appear or if it does what you type is continually loading and never sends. Can this be checked out please.
Thanks for bringing this to our attention. This bug has been reported to the engineers and will be fixed soon. We apologize for the inconvenience.
Good to see that they have responded and trying to fix it. But, it is not only with new followers. I follow sallybea since long ago. I tried just sending her a fresh fanmail to see whether it is working or not (and, I really appreciate her great hubs). But, it didn't get posted as confirmed by her.

I do a fair amount of suggesting editorial changes to hubbers when I feel these may be helpful. I despise the challenge prompts testing whether or not I'm a person. First of all, my vision isn't exactly eagle acute....
