    If you publish elsewhere first, you will likely incur a duplicate content penalty. (See WryLilt's reference).

    If your copy is posted elsewhere awhile after you posted the original here, then HubPages will acknowledge that your hub is the original. It may show a duplicate warning - to alert you to possible unauthorized duplicates - but you will not be penalized.

    If you decide to publish stuff that is already posted elsewhere..
    Your hubs will be flagged as substandard and your score will be  low.. even though you are told that you will not be penalized. Just avoid it and publish fresh and authentic work!! best wishes!

      I hope you are not referring to me, since that is not what I have said. In fact, I said the opposite - that penalties would likely be incurred in this situation, but not in the situation where the material is published here first.

        @ WE  it is not a reply to what you had to  say, i am stating facts., though Hp says you will not be penalized with substandard hubs your scores keep dropping. I have read this many times on the forums, you are welcome to correct me if I am wrong. I have no hassles.. on that front! But i think we are on the same page here! smile

          I think we are partially on the same page, Sofs.

          I agree that someone could easily be reported or simply flagged with substandard hubs, and this could cause scores to drop. However, I have not seen anywhere, as you say, that "...Hp says you will not be penalized with substandard hubs..." Actually, I can't imagine why HP would say something like that.

          Taking your own hub and then subsequently publishing a copy of that somewhere else will not make it substandard. I do not believe doing so will be penalized by HubPages, causing the hub's score to drop. There may be other problems with it, like search engine rankings, but not due to HP rules.

          Taking your own article from elsewhere, then putting a duplicate onto HubPages, will probably be penalized because of duplicate content. If it is penalized as substandard, this will be because of its poor quality, not because of the fact it is copied. A plagiarized article (i.e. published without authorization) is of course subject to removal.
