I just wrote a hubpage on Saturday, finished it up on Sunday night, and submitted it for publication to hubpages.com early this morning. I received notification that it contained duplicate content. My entire page has shown up at http://www.linkedgem.com/12/07/how-i-ho … -children/ . I have never heard of linkedgem.com. My hub has never been a live page, though! Only editors at hubpages.com and I have ever had access to it. I am at a loss as to what to do! Did a hubpages editor just steal my work, and if so, what can I do about it?
I find it utterly unlikely a hub editor stole the content and slammed it up before you passed QAP.
Rather than assuming it got there one way or another, do what you would always do when plagiarized. Get it taken down.
Most likely they scraped it as soon as it was published (about 10 hours ago), so you passed QAP, got scraped, and got unpublished, all before you next checked your hubpages account.
But even if the other scenario was true, you would do the same thing--get the duplicate taken down.

I've looked into this and it looks like psycheskinner is correct; this site is scraping Hubs very quickly after publication which is causing our dupe checker to think they have been republished here. I have verified that your Hub is the original and turned off the duplicate penalty manually.
However, you will still need to file a DMCA in order to have the stolen copy removed.
There is a duplicate content penalty?? What is this? I have content stolen, and they ignore my requests, are in another country so don't about DMCA.
What kind of penalty am I enjoying for a website about Dutch Horses stealing one of my dog hubs.
In this case our duplicate content checker thought the Hub was a duplicate of an article already published elsewhere because the Hub was stolen so quickly. Your Hub is not penalized for being stolen unless it is mistaken for not-original (in which case you will not be allowed to publish, which is what happened to iijuan).

The page appears to have been removed now. In any case, don't bother with emailing spammers and scrapers. Send a DMCA directly to the web host. If you want to be extra malicious, report the invalid WHOIS contact details to ICANN and they will often revoke the domain name from the owner.

You can just message to both the site own and ask them to remove... or take a credit of that article and ask for the payment.
