Followers are other Hubbers who like your Hubs. If you take part in the forums and get to know people, or leave comments on other people's Hubs, they'll get curious about you and check out your Hubs - if they like them, they'll join up.

i can't speak for anyone else, but i usually follow someone if i like their hubs or their forum posts, or find something about them that interests me. HubPages has a thing on people's profiles that says "Invite people to join your fan club" but i've never used it. i'd say just let people come to you. when i was new i had no followers at all, then one day i had ten and i was all excited. i would see people with 50 fans and go 'wow, i'll never have 50 fans' but one day, i did

They come on their own as they read and enjoy your hubs. As long as you publish quality and also make an effort to read and comment on other people's hubs, plus posting to a degree in the forums, you won't need to do anything else other than watch the number of followers you have rising week by week.
Hello I'm new to hubpages. I have 4 followers and I'm not sure how to reply to them. Can I do that from my hub page or do I have to submit a comment from their hubpages. I'd like to respond to all my followers. thanks for any help

You can respond in a number of ways...
Become a follower of theirs and leave them follow/fan mail.
Visit their profile pages, read their Hubs, and make a comment to a Hub that interests you.
Use the email contact feature on the profile page to send an email.
Hope that helps. It will get easier and more understandable as you go!
