First of all, he looks at me all the time but never talk. He sometimes laughs at the things I say. We have been "staring buddies" for 9 months now and I just want to know if he actually likes me or no

A simple question like "How do you feel about our friendship"?
If he likes you, this would encourage him to open up and tell you.

I can't speak for other guys, but I usually won't stare at girls I don't like. In all likelihood, the answer to your question is yes. If he hasn't asked you out yet, he might just be intimidated. Try approaching him and see what happens.
