I would say between men and women, that women break dress codes far and away more often than men, and they're encouraged to. Men tend to be more conservative in general. Even if a man wears flamboyant ties, waisted jackets/coats and flaired trousers, it's still a tie, jacket/coat and trousers. The only men who get away with flying in the face of convention are kilt-wearing Scotsmen (or Pacific islanders with palm-frond 'skirts'. Mind you, I've hardly ever seen Sean Connery in a kilt)!
