    Because of the way things can easily be traced on the Internet, no one can really use your IP address other than you.  The only time someone can really use your IP address is when they are using your computer, or they are on the same network as you.  The reason for this is that certain IP addresses can only be used at certain locations.  If someone else tried to use your IP address at another location (say another town or state), their computer transmission would not get anywhere.  So I don't see what one can do to use your IP address since everything on the Internet can only work if the IP address being used belongs in the ISPs network.  All this can be traced, so someone can't really claim your IP address unless they are in the same computer network as you.

      Can somebody do some kind of harm to my computer if they know my IP address, if they are at some other location?

      If they know your IP address, yes it is possible for them to do something to your computer.  Fortunately, most computers are behind a router which somewhat shields you from direct attacks.  However, it may be possible to attack your computer.

    Unknown persons can use your IP address only by connecting to internet from your internet source. For example using your home wifi. So do not let unknwo persons use your IP address. If they cause some problems, finally blame will come on you.
