   If your looking for a great smalll digital camera then i reccomend the new Samsung ST550. The camera is sporting an LCD screen on the front so that you can take pics of you and your friends and compose the picture properly.

   There is no best.  If you want honest opinions and not links to crappy affliate sites, then go to DP Review. DP Review is now owned by Amazon, but they still allow impartial professional and user input.
   
   I personally own around a dozen cameras.
   
   With a Point and Shoot camera you make tradeoffs for the size and convenience.  Lack of manual controls and evaluative metering are major factors unless you choose an SLR.
   
   Don't get caught up in the mega pixel hype... 10megapixels is plenty for full size prints.  And you wouldn't want to blow up an image produced by a point and shoot larger than 8x10 anyways.
   
   Look at the focal range... can it really do 24-28mm?  Canon makes some nice point and shoots but many models are 30mm and above.
   
   Do you want HD video?  Some point and shoots do a pretty good job of 720p now.
   
   Look at Battery Technology and cost.  Panasonics are very difficult to get additional batteries for and very spendy.
   
   In the end there are many trade offs.  Go to the good review sites and read up.
