I just got an 18 month old female min pin,and her last owner said that she just weaned her pups...
from her about 6 weeks ago, but now she has a bloody discharge and is showing flagging signs to my 8 month old male chihuahua, what does this mean? And if they are mating can she get pregnant now?
She could be in heat again; but, breeding her so soon after a litter is not healthy for her. Unless you plan to breed her, a trip to the vet for spaying is in order.
In the meantime, I would get her checked over. Going into heat six weeks after her puppies leave her seems a bit soon.
It's highly possible she can get pregnant again right now. Keep them separate, consult your vet to have her spayed. You do not want her to get pregnant again so soon after having puppies, as it will truly be detrimental to her health. She has not had nearly enough time to heal and basically de-stress her body.
On a side note, it is odd that she was sold so soon after weaning. Puppies can be weaned at 6 weeks, but they should stay with their mother till at least 10 weeks, especially for small dog breeds.

I rescued an about 5 month old cat last year, she's never been overly friendly with us or our...kids. We care for her and have treated her with respect, giving her her space and she's been fine. Just recently we got a kitten because our children are younger and want a pet they can actually handle....

Do dogs possess rights? Should we protect puppies, as we protect human children, but then recognize independence when they become adults? Or should they always be considered personal property, to do with as we wish?
