Is it ok to use a Infrared reptile heat lamp in the cat house
I wouldn't. A friend of mine used one in their dog's house. It bleached its fur and it got "sun burned."
To be honest, I haven't tried to do this, so I don't know exactly. I'd be a bit concerned about it. My first gut reaction would be to say "no."

Also - you might want to look into some low wattage bulbs & fixtures in a farm supply store. It's important to farmers to keep chicks warm until they grow large enough to be safe all year long. I've no doubt that the same techniques will keep your cat warm, as well as safe.
