No it's not necessary. The food you feed the fish will add bacteria naturally. Unless your fish end up with a deases you only add when you put in fresh water. If you are setting up a new tank then add a piece of a used filter to the new one. It will add the bacteria the tank needs. I set up a tank for almost a month before adding the fish. Some sooner depending on the type of fish.
