I know there is header, body, footer etc. But does designing it through any set of rules make it easier? Does big designers have any?
Lots and lots of them. Google has some strong opinions about that somewhere...
Google does have some views on what it likes.
For instance, it likes to see a solid amount of content 'above the fold' (i.e. what's visible before you scroll down). So large header images, which used to be very popular, are out-dated now.
Having two sidebars used to be popular - less so now. That's because Google doesn't like tag clouds, blogrolls or excessive advertising: all things that sidebars were once used for. One sidebar is probably enough on the average blog.
The easiest way to get a good design is to build your site on Wordpress and go with a good template.
