How do prospective employers view fired(not downsized/laid off) employees in a NEGATIVE light,

considering them as problematic, unreliable, & most of all, as failures? There is a BIG difference between a downsized/laid off employee & an employee who has been fired from his/her job based upon HIS/HER doing. A downsized/laid off employee can easily rebound; however, fired employees SELDOM, if ever, rebound-many subsequently become MUCH WORSE OFF.
