A plugin is a coded script that can be added to Wordpress. A plugin adds functionality to a basic Wordpress blog structure. The idea is that bloggers need only add the plugins that they have need of.

Some examples of useful Wordpress plugins are anti-spam, word counter and a rating system. Install in the plugins directory. Read the instructions to install a Wordpress plugin http://codex.wordpress.org/Managing_Plugins

A plugin is a script that performs a particular work on your blog; BuggyPress for example helps your readers bookmark your blog.
To install, first search the plugin you want to install from:
http://wordpress.org/extend/plugins/  and download it --> unzip it ---> upload the folder via ftp --> install it from within your dashboard.
