you should not "keyword stuff" a hub ever, but your keywords should be in subheadings in your hub itself and also on the "tags" that you add to your hub. I just wrote a hub on SEO for hubs step by step - perhaps that would help you.
Also, I thought they were supposed to be in the beginning paragraph, at least some of them. Also, use a good one or two in your hub article title.
