What is the right time to apply for a Google Ad Sense account?

I don't have too many articles and no followers; so I am not sure if my application will be approved by Google.
    Do they allow reapplications?

When you have at least daily 50-100 unique visitors on your hubs. You should have at least 10 featured hubs. Your hub account should be at least 1 month old.

These are my personal searches, but these are the facts most people don't know when they apply for Google Adsense.

You can apply for Google Adsense as many times as you want but to me you should follow these steps to let them not reject your first application.

Do you have an old blogger account or monetized youtube account? You can incorporate the adsense account you got from them with your Hubpages account. If it's your first time applying for adsense and you don't want to waste a lot of time, I suggest you create a blogger account and post at least 10 quality blogs. Apply after a week and you'll most likely be accepted given your blog entries focus on subjects that can easily match on several google ads such as online education, computer products and services, and many social networking sites. Glad I can help. Good luck here in Hubpages and God bless!

    Seema,
I would suggest you not to apply soon until you have some more quality hubs. Though one may apply after 10 hubs or so but to be in the safer zone, I would suggest you to take some time and churn out more hubs before you finally apply. And yes, one may re-apply but there should be certain time space between the applications. Wish you good luck!
