If someone visits a Hub, reads the whole article but doesn't click on anything, can GA measure time on page? Does it detect scrolling, for instance?

Google Analytics is inherently inaccurate as it only adds the time at the point the person clicks out. Thus if they leave without clicking anything you get 100% bounce and 0.00 time shown.
