Snipped is used several ways. When I hear an article has been snipped they don't mean it went through HubPro Edit service. That is when they edit the Hub in entirety with snipping as part of that process.
What is meant by 'snipped' is amazon or ebay capsules have been removed and 'maybe' the title was changed to my limited understanding. The Hubs that undergo that are usually Hubs going to the new niche sites. That basically is a good thing for article traffic in the future as said by most in the forums.
The reason why they are snipped is because the new Niche Sites have tougher standards for promoting products. That standard will soon be for all Hubs eventually. You will have to explore the forums for more information.
Following are links about those sites that have opened and new ones soon to open. If your Hub has been snipped I would look at those to decide if your Hub may be moved to one of those. BTW . . . there is not possibility of opting out of a Hub Moved to a Niche Site. Overall it is a good thing anyway.
