Second-time newbie wondering how to make a TOC

Okay so: lots of hubs have little table-of-contents style capsules, and while I assume they're using anchor links to the relevant capsule for each section, I *cannot* figure out how to find, y'know, the URL of the individual capsules.

I imagine I'm missing something super-obvious here but I've been prodding at it for a while now and I can't work it out. I don't need to know how to do it right now, but it's something I'd like to be able to do in the future.

(Also, hi! I'm here for a second go-around after escaping from That Other Article Site under a different name. I had a few hubs a long time ago but I'm starting fresh now and I'm all excited to meet everyone)

Sidkemp wrote an excellent hub on how to do it. I have since applied this in a couple of my own hubs and it works a treat. http://sidkemp.hubpages.com/hub/TOC

Sidkemp's instructions only show you how to point to just after a capsule's title so if you want to point your readers to a capsule and have its title showing, write 'mod_modulenumber' for eg. mod_123456 .  If you look at my coconut milk soap recipe you'll see what I mean http://sleepylog.hubpages.com/hub/Easy- … oap-recipe
