I tried signing up after 10 hubs but was not approved so i just kept adding content, maybe  your content is not enough, earlier hubblers had it easier some said they got approved after 2 hubs (2005 hubblers). So i think content is key then reapply. Haven't yet re-applied.

HubPages runs ads on  hubs to pay for the site, this will happen whether you have an AdSense account or not.

When AdSense declines an account, they send you an email saying why.  If you read the terms of service for your home country, the specific conditions you must meet are explained.

If I had to take a wild guess, the fact that you only have 10 Hubs  (the majority of which are less than one day old) probably has a lot to do with not being accepted for AdSense.

Thanks relache. But I could see ads stating as 'Ads by google' on my page. I don't understand it. Kindly clarify it.

The ads you see on the page are HubPages' ads, meaning they money they earn flows to the company HubPages.

When your Adsense application is approved, you will get an Adsense account with an ID number.  You'll enter that ID number in your HubPages account, and then the Adsense ads will start making money for you.  I'm simplifying the exact process and leaving out some detail, but that is the basic idea.

Every hub has Google Adsense ads.  If you have a Google Adsense account you get paid for them.  If you don't have one, you don't get paid.

As @psycheskinner mentioned, simply reapplying will likely result in the same response from Google.
Take some time to read the specific messages from AdSense and take action to address the issues.

Google is going to want to see about 50 quality Hubs that are all six months old or older before they will even consider you, based on your country of residence.

If you keep reapplying constantly without addressing the issues of why you are getting declined (ie fixing the problems) they have the option of permanently disapproving you

Good point, users from many countries must have their oldest hub be at least 6 months old.

But few ads on my site shows as 'Ads by Google'. Does those are too Hub pages Ads.?

Don't just keep reapplying.  Do that often enough and they will reject your account.

Stop.  Work out why you are getting rejected.  Fix that.

      Only then should you reapply.

      Suggestions
      1) Insufficient content.  10 hubs is no longer enough
      2) Use pictures not under copyright and link to the source for them
      3) Have your grammar checked
      4) Avoid making any therapeutic claims about non-FDA approved substances (Hubpages must follow US law)

Brake12 is right.  HubPages will show ads but you won't get paid for ads until your AdSense account is approved by Google.

It took months for Google to recognize my Hubpages and approve my Adsense account. You will just have to keep applying till they approve it.
