I have one hub in particular where a poll after comments from guest users could really up the traffic. I think guest users would find it fun to echo off each others responses.
In the early days of HubPages, comments didn't have to be put at the end of a Hub. A few years ago, we made the decision to follow standard online formats and have the comments at the end. I think there's the rare case, in your example, where it might work to have a Comment Capsule not at the very bottom, but most of the time it is not a good format. Most readers, when they see the comments, believe the article is finished. Hubs that have a lot of comments were really hurt by having the comments interspersed throughout the Hub; readers were leaving their Hubs early and unsatisfied. Perhaps you could leave a note in your Hub to have your readers read the comments before they respond to the poll.
There are Hubs that do have content below the Comments. Are they just old ones that the HP system hasn't reformatted?

Hi When editing my hubs, in the 'Add More Capsules' section, I have noticed that the word 'Comments' is in grey, while all of the others are in blue ~ and I can no longer 're-order' the 'comments' box. Is this the same for everyone ~ or is it just me?Thanks

What are the potentially cons of not using a comment box?I'm tired of answering the same questions over and over again. I'm tired of getting rude comments. I'm tired of dealing with it basically. I want to help people, but answering the same question over and over again or having to defend myself...

MG Singh wrote a hub on gun control in the U.S. There are a lot of comments on it. I also wrote a comment, with my opinion (which had its origins in a research paper I wrote for a public health class a couple of years ago).Jackburton had already written a comment that was almost a hub in itself....

we all know comments effect mind of new readers who are unknown to our previous works, now the question is will you approve bad reaction of your readers on your hubs?dont you think people should know fair things about your hub not only good things but also other kind of responses?
