I am writing a hub but can't properly classify it. I don't feel that it should go under climate change, because it has to do with air pollution issues. I think we need a new subcategory for "air pollution issues" under Environment and Green Issues.

Just to get back to you, there is now an Air Pollution Issues topic under Politics and Social Issues>Environment and Green Issues>Pollution>Air Pollution Issues. You can start putting Hubs in it now, and it will automatically get its own Topic Page when it has 5+ Featured Hubs in it.
