Can one serialise a memoir on hubpages? Do such pages earn any cash?

Without knowing specifics of your life, I would say no. Hubpages' niche sites, which is everyone's goal, is to be informative and/or directive for others' use. Memoirs are much better suited for a blog.
Serialising anything on HubPages is a problem, because there is no way to link your Hubs together in sequence. Also, unlike a blog, people can't sign up to be notified of the next chapter. HubPages is simply not designed for you to build a following (followers on HubPages are just other writers, not readers).
So, I'd say your chances of making money with your memoir here would be very slim.
