Question refers to My HubPages Tips and this comment: Thanks! I have other tips too, but I'm conscious that spending too much time tweaking Hubs would take away from other money-making endeavours. To my mind, the ones I have included will make the most difference.
It looks to me like your article is also useful for planning the layout for new Hubs, not just tweaking old ones.
I started writing a Hub to answer this question, then decided it didn't merit it. I've added a couple of paragaphs to the existing Hub if you want to go back and check it out:

Why do so many people have to constantly mention God in their comments on HubPages?No really... why? Even when the question or hub has NOTHING to do with religion, they have to bring god into it. What's the point? Just answer the question or respond to the hub like a normal human being and stop...

I have over 60 hubs now and could have several hundred before year end. I have been using groups so far to handle the hubs I have, but would like to hear how others with hundreds of hubs manage them.Thank you.
