I think there is no control machanism for Hub Pages. It would be better if it becomes impartial. Some appellate authority may suit the HP.

With zero hubs I wouldn't have thought you'd care how impartial HubPages is.
And I've got no idea what you mean by impartiality anyway. In what context do you mean to use it? What do you mean by control mechanism?
