To send fan mail, you would have to go to the person's profile and look for the link Join person's name fanmail and click on the link.
Once you do that, go to the person's profile again and there should be a field that says send Submit Fan Mail. Type your message in there and the press the Post Fan Mail. The person who receives the mail will either approve or reject the mail that has been sent.
Follow these steps:
1. Click on profile picture or link.
2. Check for the link "Follow
3. Once you start following that person, go back to the profile again.
4. Under the topic/hubs links in profile, you've textfield that allows you to send fan mail.
Hope this helps.
