People have left comments on my hubs. When I try to reply, they evidently do not have a hub. Can people leave comments without being in here.

Yes, if you have that option allowed in your comment box (you can "edit" this).
I believed they are referred to as "unregistered users." Can't you reply to their comments on your hub?
