Nobody knows, and it really depends on the number, relevance, quality and distribution of what you write. A lot of people are writing from passion and are not interested in payouts especially, and the answer for them may be "never." Another very prominent hubber says he got a grand in his first month by working the system masterfully.
The most frequent estimate I see is six months, which is way too round a figure to be accurate, but I think it's fairly accurate, the reason being that it takes into account some time for getting a good number of hubs up and learning how to best make them yield Google search results.
It largely depends how much effort you put into writing and promoting your work.
The specific niche is important too, because it takes a whole lot longer to reach payout with $0.10 clicks than it does with $2.00 clicks.
