Do I need to ask permission before linking another Hubber to my Hub?
No, you don't. It's very helpful for another hubber when you link to their hub and we all appreciate it when someone links to us. When someone links to me, it makes me feel really good.
Hubpages actually encourages hubbers to link to each other. When you link to someone else's hub, your HubKarma increases, which in turn adds to your hubberscore.
Permission isn't needed. My intent is always to send a quick note to those authors whose articles I've linked to, but more often than not it doesn't happen. It's not a necessary gesture, that's for sure, but it is a way to acknowledge fellow writers and maybe make a few friends along the way.

I know it says under each...
