How do you lose points on hub pages?
I have seen people with scores in the 20's and 30's quite often
I think it has something to do with how many verified hits you get on each article, and then Hubpages compiles it (not in real time) and ranks it, not how many hits you got all together, but how many hit in 7 days and 1 day. So if you have a bit article that garnered say 300 hits, and for a week no one hits it, but maybe one of your lesser articles gets 2 hits, that lesser article is bumped all the way to the top and then as people on you articles, those articles are shown at top...it's all based on weekly and daily hits.
HubScore is based on a variety of factors.
Very low scoring Hubs (20s and 30s) are extremely poor content.
