If Paypal service is not in a country how hub pages pay their hubbers?
If Pay Pal is the only way to get paid, and PayPal is not available in some countries, most companies do not pay those people, unless they pay by check or direct deposit. It appears as though HP only pays through pay pal.
The best thing to do is to contact firstname.lastname@example.org and ask them directly.

HP Ads only pays through PayPal. Unfortunately, if you can't get PayPal you can't earn through that program.
Ask the HubPages team, maybe they can organize the payment via other methods.

Currently PayPal is the only payment method available for the HubPages Ad Program. In most countries, PayPal can only be used to send money. Funds in the PayPal account cannot be withdrawn by the PayPal account holders in those countries. In certain countries, PayPal cannot be used at all....
